External Relations, along with the Chief Minister of Jersey, is responsible for conducting Jersey's external relations in line with the common policy of the Council of Ministers. This involves managing Jersey's relationships with other countries and regional organizations, covering constitutional, political, economic, cultural, and environmental links. The department aims to enhance Jersey's positive international identity and influence. Key responsibilities include protecting Jersey's constitution and autonomy, promoting its reputation as a responsible global actor, serving its economic interests by fostering a diversified economy and promoting trade and investment, and championing its island identity internationally while fostering global awareness domestically.
The department also focuses on leading by example in climate change and sustainability through international engagement and efforts towards domestic carbon neutrality. It has overseas offices in London (Government of Jersey London Office), Caen (The Bureau des Iles Anglo Normandes, which also represents Guernsey), and Brussels (The Channel Islands Brussels Office, also representing Guernsey) to promote Jersey's interests in the UK and Europe. The Global Relations team supports the development of Jersey's international relationships beyond the UK and Europe. External Relations also works on negotiating and concluding bilateral agreements such as Double Taxation Agreements and Bilateral Investment Treaties.
